Start With the Qualification, Not Just the Course Name
An Australian course brochure can appear straightforward until the qualification names begin to overlap.
Is a Diploma the same as an Advanced Diploma? Why is a Graduate Certificate positioned above a Bachelor Degree in the framework? Does a Kenyan Level 7 qualification automatically equal an Australian Level 7 qualification?
The Australian Qualifications Framework, commonly known as the AQF, helps explain where Australian qualifications sit. It describes different levels and types of learning rather than ranking universities or guaranteeing employment.
For Kenyan students and parents, the AQF is a useful starting point when reviewing a study offer. However, it is not an admission decision, professional licence, migration assessment or guarantee of course credit.
This guide explains how to use the AQF without expecting it to answer questions that require an individual assessment.
What Is the Australian Qualifications Framework?
The AQF is Australia’s national qualifications framework.
Its numbered levels run from 1 to 10, covering qualifications from Certificate I through to Doctoral Degrees. It describes the expected knowledge, skills and application of learning at each level.
More than one qualification type can occupy the same AQF level.
A level indicates the intended complexity of the learning outcomes. It does not mean every programme at that level has:
- The same subjects.
- The same duration.
- The same admission requirements.
- The same assessment methods.
- The same professional purpose.
- The same employment outcomes.
Consider two books written for advanced readers. Their reading level may be similar, but one could cover accounting while the other covers engineering. Neither book replaces the other.
Qualifications require the same careful comparison.
The Ten AQF Levels in Plain English
AQF Level 1
Certificate I.
These qualifications normally provide foundational knowledge and skills for initial work, further learning or community involvement.
AQF Level 2
Certificate II.
These qualifications generally develop basic factual, technical and procedural knowledge for defined work or further study.
AQF Level 3
Certificate III.
Certificate III qualifications commonly prepare students for skilled work and may include substantial practical or technical learning.
AQF Level 4
Certificate IV.
These qualifications usually involve broader technical knowledge and may prepare learners for specialised work, supervisory responsibilities or further education.
AQF Level 5
Diploma.
A Diploma normally develops specialised knowledge and skills for skilled or paraprofessional work and further learning.
AQF Level 6
Advanced Diploma and Associate Degree.
These qualifications generally involve broad or specialised knowledge for advanced skilled or paraprofessional work and continued study.
AQF Level 7
Bachelor Degree and Vocational Degree.
A Bachelor Degree normally develops broad and coherent knowledge for professional work or further learning.
The current framework also includes the Vocational Degree at Level 7. Older AQF charts may show only the Bachelor Degree at this level.
AQF Level 8
Bachelor Honours Degree, Graduate Certificate and Graduate Diploma.
These qualifications involve advanced knowledge and skills, although they differ considerably in breadth, duration and purpose.
AQF Level 9
Master’s Degree.
Level 9 includes:
- Master’s Degree by Coursework.
- Master’s Degree by Research.
- Master’s Degree Extended.
These awards occupy the same AQF level but can have significantly different structures and academic purposes.
AQF Level 10
Doctoral Degree.
Doctoral qualifications involve advanced research, expert knowledge and a substantial original contribution to a field.
AQF Levels Are Not a Compulsory Sequence
Students do not have to complete Certificate I, Certificate II, Certificate III and Certificate IV before applying for a Bachelor Degree.
The appropriate entry point depends on:
- Previous education.
- Academic results.
- English-language ability.
- Relevant work experience.
- The proposed course.
- The institution’s admission requirements.
- Any applicable professional standards.
A Kenyan KCSE graduate may be eligible to enter a foundation programme, Diploma or Bachelor Degree depending on the results and institution.
A diploma or degree holder may qualify for a higher-level programme, but the institution must assess the actual qualification.
Two Qualifications Outside a Simple Numbered List
Not every Australian qualification can be explained using a straightforward Level 1-to-10 list.
Senior Secondary Certificate of Education
The Senior Secondary Certificate of Education is included within the AQF but is not assigned one of the numbered AQF levels.
It should not be called AQF Level 3 merely because Kenya places senior secondary education at KNQF Level 3.
The two countries use different national frameworks.
Undergraduate Certificate
The Undergraduate Certificate is also not assigned one fixed AQF level.
It recognises shorter higher-education study connected to qualifications at Levels 5, 6 or 7.
An Undergraduate Certificate is not the same qualification as a Graduate Certificate, which is positioned at AQF Level 8.
Before accepting an offer, read every word in the qualification title. Omitting “undergraduate,” “graduate” or “advanced” can completely change the meaning of the award.
Diploma, Advanced Diploma or Bachelor Degree?
A useful comparison should begin with the intended career or further-study goal—not simply the highest AQF number available.
Ask:
- What does the programme teach?
- How are students assessed?
- Does it include practical learning?
- What work does it academically prepare graduates to perform?
- Can it provide entry into a higher qualification?
- Is credit available towards a later degree?
- Does it meet any relevant professional requirements?
For example, a student interested in business operations might compare a Diploma with a Bachelor Degree.
The comparison should examine:
- Depth of financial analysis.
- Breadth of management study.
- Availability of projects or placements.
- Assessment methods.
- Requirements for postgraduate admission.
- Total cost and duration.
- Possible credit into a later qualification.
A shorter programme is not automatically poor. A longer programme is not automatically the best fit.
Request the course handbook and unit descriptions. Compare the actual learning outcomes with your intended career.
An attractive course name is not sufficient evidence of the skills you will develop.
Why Is a Graduate Certificate Above a Bachelor Degree?
AQF level and qualification size are different concepts.
A Graduate Certificate can involve advanced learning in a narrow or specialised area without covering the breadth or duration of a full undergraduate degree.
Its placement at Level 8 should not be interpreted to mean that it contains more years of study than every Bachelor Degree.
Students should also not assume that a Graduate Certificate replaces an undergraduate degree whenever an employer, university or professional body requires a Bachelor Degree.
The organisation may specify:
- A particular award.
- A minimum study duration.
- A relevant academic discipline.
- Prescribed subjects.
- Professional accreditation.
- Another prerequisite.
For a Kenyan applicant changing careers, the important question is whether the programme provides enough foundational learning as well as advanced content.
Ask how the institution assesses applicants who do not have the usual disciplinary background.
Diploma and Graduate Diploma Are Not the Same
In the AQF:
- A Diploma is Level 5.
- A Graduate Diploma is Level 8.
These are not interchangeable qualifications.
The word “Graduate” is important because it generally indicates study designed for students who already have relevant higher education or equivalent preparation.
When reviewing an offer, never shorten both awards to “Diploma.” Confirm the exact qualification title, entry requirements and learning outcomes.
Coursework and Research Master’s Degrees
A Master’s Degree by Coursework and a Master’s Degree by Research can both sit at AQF Level 9.
That does not make them interchangeable.
Master’s Degree by Coursework
A coursework programme generally focuses on taught units, structured assessments and professional or specialist knowledge.
It may include:
- Lectures and seminars.
- Assignments.
- Examinations.
- Applied projects.
- A smaller research component.
- A capstone.
Master’s Degree by Research
A research programme normally places greater emphasis on:
- Research training.
- Independent investigation.
- Academic supervision.
- Research methodology.
- A substantial thesis or equivalent research output.
Students comparing the two should examine:
- The balance between taught subjects and research.
- The final research requirement.
- Whether a supervisor must approve the proposed project.
- The preparation provided for doctoral study.
- The programme’s admission requirements.
- The student’s actual academic and career objective.
Neither pathway should be chosen solely because a social-media post reports a favourable student visa grant rate.
AQF classification alone does not determine student visa approval or future graduate-visa eligibility. Immigration outcomes are assessed separately under the rules applying to the individual applicant.
How Do Kenyan Qualifications Compare?
Kenya and Australia both use ten-level national qualifications frameworks.
However, matching numbers do not establish automatic equivalence.
A qualification at KNQF Level 7 does not automatically become equivalent to an Australian qualification at AQF Level 7.
The frameworks were developed for different national education systems. Their numbered levels should not be used as a direct conversion table.
An Australian institution may examine:
- The awarding institution or examining body.
- Admission requirements for the Kenyan qualification.
- Academic transcripts.
- Subjects completed.
- Learning outcomes.
- Assessment methods.
- Academic performance.
- Duration and volume of study.
- Relevant work experience.
The institution may request evidence beyond the final certificate.
A professional registration body or migration skills-assessing authority may conduct a different assessment because it is considering the qualification for a different purpose.
For example, an Australian institution might admit a Kenyan diploma holder to a Bachelor Degree but award no advanced standing. Another institution might grant credit after comparing the completed units.
These are examples illustrating why an individual assessment is necessary. They are not promises about any particular Kenyan qualification.
Admission, Credit and Recognition Are Different
These three questions should be kept separate.
Admission
Admission asks whether you meet the requirements to enter the proposed programme.
Being admitted does not automatically mean previous learning will reduce the duration of the new course.
Credit
Credit asks whether your previous education or learning can replace part of the proposed programme.
Credit may reduce:
- The number of units required.
- Course duration.
- Total tuition.
When requesting credit, provide:
- Detailed unit outlines.
- Learning outcomes.
- Assessment information.
- Academic transcripts.
- Evidence of completed practical learning where relevant.
- Certified translations if documents are not in English.
Ask for the decision in writing and confirm the remaining study duration and total fee.
Do not prepare a budget based on an informal statement that you will “join second year.”
Recognition
Recognition asks whether a qualification is accepted for a specific purpose, such as:
- Professional registration.
- Employment.
- Further study.
- A migration skills assessment.
- Membership of a professional body.
An institution may admit you academically without the qualification meeting the requirements of a professional regulator.
Professional Registration Requires a Separate Check
If your intended career is regulated, identify the relevant Australian professional regulator or accreditation body before enrolling.
Regulated or professionally controlled fields may include:
- Nursing.
- Medicine.
- Teaching.
- Psychology.
- Social work.
- Engineering.
- Accounting.
- Physiotherapy.
- Pharmacy.
- Law.
Academic admission does not establish permission to practise.
Ask whether the programme:
- Is professionally accredited.
- Meets the educational requirements for registration.
- Includes mandatory placements.
- Has additional English-language requirements.
- Requires examinations or supervised practice after graduation.
A course can be legitimate and recognised academically without qualifying graduates for every professional role.
Check the Provider as Well as the Qualification
Understanding the AQF level is only one part of checking an Australian course.
Higher-education providers
Search the TEQSA National Register.
TEQSA explains that some institutions have self-accrediting authority. This means that not every university course necessarily appears as a separately accredited programme on the register.
Confirm:
- The provider’s legal name.
- Registration status.
- Trading name.
- Any conditions attached to its registration.
- Whether the course or provider information matches the offer.
International student courses
International students should also search the Commonwealth Register of Institutions and Courses for Overseas Students.
Check:
- Institution.
- Campus.
- Complete award title.
- CRICOS course code.
- Registered duration.
Do not rely only on a provider’s trading name or marketing brochure.
Vocational education and training
Use the National Register of VET to investigate:
- The Registered Training Organisation.
- Registration status.
- The qualification.
- Whether the qualification appears on the provider’s approved scope.
- Delivery locations where applicable.
A professional-looking website is not a substitute for official registration checks.
Practical Checklist Before Paying
Before paying a tuition deposit, confirm:
- The complete qualification title.
- AQF level.
- Awarding institution.
- Campus.
- Course duration.
- CRICOS code for an international student course.
- Admission requirements.
- Whether your Kenyan documents have been formally assessed.
- Written credit decision where relevant.
- Remaining duration after credit.
- Course structure and individual units.
- Complete tuition.
- Additional charges.
- Deposit requirements.
- Refund terms.
- Professional accreditation where relevant.
- Provider registration.
- Course registration.
- English-language requirements.
- Available progression options.
Keep copies of:
- Offer letter.
- Student agreement.
- Fee schedule.
- Credit decision.
- Course handbook.
- Emails and formal correspondence.
- Payment invoices and receipts.
Finally, prepare a short explanation of why the qualification represents the correct academic and career progression.
If the only reason is that the programme is inexpensive or available immediately, investigate the academic and professional fit more carefully.

Frequently Asked Questions
Is AQF Level 7 the same as KNQF Level 7?
Not automatically. The numbers belong to separate national frameworks. The receiving institution, regulator or assessing organisation must examine the particular qualification for the relevant purpose.
Does a higher AQF level guarantee a better job?
No. Employment also depends on the field, relevant skills, work experience, professional requirements and available opportunities. The AQF is not a salary scale.
Can a Kenyan diploma holder apply for an Australian degree?
Possibly. Admission and credit depend on the institution, proposed programme and applicant’s documents. Submit the complete qualification for assessment rather than assuming a standard conversion.
Will my Kenyan diploma reduce the course duration?
Not necessarily. Admission and course credit are different decisions. Credit is normally based on the similarity between previous learning and the units in the proposed course.
Is a Graduate Diploma the same as a Diploma?
No. A Diploma sits at AQF Level 5, while a Graduate Diploma sits at AQF Level 8.
Is a Graduate Certificate equivalent to a Bachelor Degree?
No. A Graduate Certificate and a Bachelor Degree have different purposes, entry routes, breadth and duration. A Graduate Certificate does not automatically replace a Bachelor Degree where one is specifically required.
Are coursework and research master’s degrees at the same level?
Both can sit at AQF Level 9, but their structures and academic purposes are different. Students should compare the research component, taught units, supervision and final assessment.
Does the AQF rank Australian universities?
No. The framework classifies qualification levels and types. It does not rank education providers.
Is every AQF qualification available to international students?
No. International students must confirm that the institution and course are registered appropriately for overseas students, including through CRICOS where required.
Does an Australian qualification guarantee permanent residence?
No. Education and immigration assessments are separate. Never purchase a course based on a promise of guaranteed permanent residence.
